The duo ended their misunderstanding to forge a common front. The declaration was brokered by China, a Chinese state media said Tuesday,.

The step is geared toward potentially resolving the deep divide between the sides as the war in Gaza rages on.

The declaration is the result of the latest in a series of talks meant to unite the sides. Previous declarations have failed, casting doubt over whether the China-sponsored negotiations might actually lead to a resolution.

It comes as Israel and Hamas are weighing an internationally backed cease-fire proposal that would wind down the nine-month war and free dozens of Israeli hostages held by Hamas. But even after a deal is signed, the vision for a postwar Gaza remains in doubt, with Israel vehemently opposed to any role by Hamas in governing Gaza.

Since the current war broke out in Gaza, Hamas officials have said that the party does not want to return to ruling Gaza as it did before the conflict, and the group has called for formation of a government of technocrats to be agreed upon by the various Palestinian factions, which would prepare the way for elections for both Gaza and the West Bank, with the intention of forming a unified government.

The two groups signed the Beijing Declaration on “ending division and strengthening Palestinian unity,” according to state broadcaster CCTV.

The two rival Palestinian groups, along with 12 other political factions, met with Chinese Foreign Minister Wang Yi, concluding talks that started Sunday, according CCTV.

A joint statement issued after the most recent talks in Beijing gave no details on how or when the government would be formed, saying only that it would be done “by agreement among the factions.””

Fatah and Hamas have been rivals since Hamas violently routed forces loyal to Palestinian President Mahmoud Abbas’ Fatah in Gaza in 2007, taking over the impoverished coastal enclave. The Fatah-dominated Palestinian Authority, headed by Abbas, administers parts of the occupied West Bank. It is widely viewed by the Palestinian public as corrupt, out of touch, and a subcontractor for Israel because of their joint security coordination

Close to 40 million people infested with HIV in 2023 – UN

United Nation’s new report, launched on Monday says nearly 40 million people were living with the HIV virus that causes AIDS last year, over 9 million weren’t getting any treatment, and the result was that every minute someone died of AIDS-related causes.

While advances are being made to end the global AIDS pandemic, the report said progress has slowed, funding is shrinking, and new infections are rising in three regions: the Middle East and North Africa, Eastern Europe and Central Asia, and Latin America.

In 2023, around 630,000 people died from AIDS-related illnesses, a significant decline from the 2.1 million deaths in 2004. But the latest figure is more than double the target for 2025 of fewer than 250,000 deaths, according to the report by UNAIDS, the U.N. agency leading the global effort to end the pandemic.

Gender inequality is exacerbating the risks for girls and women, the report said, citing the extraordinarily high incidence of HIV among adolescents and young women in parts of Africa.

The proportion of new infections globally among marginalized communities that face stigma and discrimination – sex workers, men who have sex with men, and people who inject drugs also increased to 55% in 2023 from 45% in 2010, it said.

UNAIDS Executive Director Winnie Byanyima said: “World leaders pledged to end the AIDS pandemic as a public health threat by 2030, and they can uphold their promise, but only if they ensure that the HIV response has the resources it needs, and that the human rights of everyone are protected.”

As part of that pledge, leaders vowed to reduce annual new HIV infections to below 370,000 by 2025, but the report said in 2023 new infections were more than three times higher at 1.3 million.

Last year, among the 39.9 million people globally living with HIV, 86% knew they were infected, 77% were accessing treatment, and for 72% the virus was suppressed, the report said

César Núñez, director of the UNAIDS New York office, told a news conference there has been progress in HIV treatments — injections that can stay in the body for six months, but the two doses cost $40,000 yearly, out of reach for all but the richest people with the virus.

He said UNAIDS has been asking the manufacturer to make it available at lower cost to low and middle-income countries.

Núñez said there have also been seven cases where people with HIV who were treated for leukemia emerged with no sign of the HIV virus in their system.

He said injections and the seven cases will be discussed at the 25th International AIDS Conference which began Monday in Munich.

At present, he said, daily treatment with pills costs about $75 per person per year. It has allowed many countries to increase the number of people with HIV to receive treatment.

Senate approves minimum wage bill, raised from ₦30,000 to ₦70,000

National Minimum Wage Act of 2019, has been amended, as the Senate approved the bill, raising the minimum wage from ₦30,000 to ₦70,000.

Subsequently, the Senate passed a bill on Tuesday, July 23, reducing the reviewing period of the National Minimum Wage from five years to three years.

The bill, titled “A Bill for an Act to Amend the National Minimum Wage Act, 2019 to increase the National Minimum Wage and reduce the time for periodic review of the national minimum wage from five years to three years and for related matters, 2024,” was introduced by Senate Leader Senator Opeyemi Bamidele of the APC, Ekiti Central.

This Executive bill, submitted to the Senate by President Bola Tinubu, went through its first reading, passed the second reading, and was finally read a third time and approved.

In his lead debate on the general principles of the bill, Senator Bamidele said, “Mr. President, Distinguished colleagues, I humbly rise to lead the debate on the general principles of the National Minimum Wage (Amendment) Bill, 2024 (SB. 550). The Bill, inter alia seeks to amend the National Minimum Wage Act, 2019, to increase the National Minimum Wage and reduce the time for periodic review of the National Minimum Wage from Five (5) years to Three (3) years, and for Related Matters.

“The Bill was read for the First Time today, 23rd July, 2024.

“You will recall, Mr. President, my dear Colleagues, that in recent times, a plethora of agitations and clamours have been recorded from Organised Labour and another segment of our society, for an increase in the National Minimum Wage given the prevailing economic situation in the country. In response to the agitations and after a series of negotiations between the Federal Government and the Organised Labour, the current National Minimum Wage of N30,000 Naira only has been reviewed upward to the sum of N70,000 Naira only.”

Wike vows to complete Apo-Karshi road within six months

Federal Capital Territory FCT Minister, Barr. Nyesom Wike has vowed to complete the 13 years long abandoned Apo-Karshi road within six months.

Work is about to begin at the 13 years old abandoned project after the contract for its construction was awarded.

Wike who visited the site on Tuesday, expressed frustration with the delays and politicization of infrastructure projects in the territory.

He said it was disheartening that despite the government paying 86% of the contract value, the project remains uncompleted.

“Government has paid 86%, and look at where we are. The contract was awarded 13 years ago. I will take this road as a personal project to ensure that the road is completed.

“In the next two weeks, I want to see equipment on ground before I commit funds. I am not happy; this is not what the citizens bargained for”, Wike declared.

Wike also emphasized the importance of having contractors sign an undertaking to ensure accountability. “We will have him sign the undertaking that if funds are provided, they will be able to complete it,” he insisted, showing his commitment to transparency and efficiency.

On the other component of the road linking Nasarawa, Wike said except where there is a joint venture, the FCT Administration cannot build interstate roads.

“FCT cannot fund inter-state roads. I am not going to waste FCT resources on that. The one that concerns FCT is the Apo-Karshi road,” he stated.

Ruto reappoints 6 former Cabinet ministers in cabinet reshuffle

Kenyan President William Ruto has reappointed 6 ministers of his previous cabinet in his ministerial reshuffling that saw the appointed of first 11 members.

The president retained ministers in the key portfolios of defense and interior in his new appointment.

Last week, Ruto dismissed all but one minister and said he would form a broad-based government that would help him address issues that led to monthlong protests. The protests started as calls for legislators to vote against a finance bill that was proposing new taxes and later morphed to calls for the president’s resignation over bad governance.

The president on Friday retained the former ministers in interior and defense, but he has yet to appoint a finance minister, under whose area of responsibility the contentious budget falls. The country’s public debt has been increasing and Ruto defended the proposed taxes as a way to repay debt and increase internal revenue collection.

Demonstrators have been calling for a fresh start accusing the former ministers of incompetence, corruption and displays of opulence amid the high cost of living.

The interior ministry, under which the police falls, has been often criticized for the shooting and killings of protesters on June 25 as they stormed parliament.

Shortly before the president’s announcement, opposition coalition members on Friday distanced themselves from the proposal to form a broad-based government, calling it a “betrayal of the Kenyan people, particularly Gen Zs and millennials,” who have been leading the protests calling for change.

Opposition figure Kalonzo Musyoka called the Cabinet change “cosmetic,” saying nothing will change as long as the Ruto administration is in office. He said that any opposition party joining the broad-based government will be doing so as an individual party and not as the opposition coalition.

Main opposition leader Raila Odinga wasn’t present during the opposition coalition media briefing.

Kenya’s monthlong protests started on June 18 led by young people who stated they were leaderless and tribeless in their calls for change, accountability and good governance.

At least 50 people have died since the protests started and more than 400 others have been injured, according to data from the Kenya National Commission on Human Rights.

A court on Thursday suspended a ban by police on protests in the capital, Nairobi.

Diesel imported into Nigeria are substandard, ours meet international standard – Dangote

Alhaji Aliko Dangote, President of Dangote Group, has alleged that diesel imported into Nigeria are of inferior quality compared to products refined at Dangote Petroleum Refinery and Petrochemicals.

He claimed that Dangote’s products are of superior quality and meet international standards whereas importers import substandard products ito Nigeria with questionable certification.

Anthony Chiejina, Chief Corporate Communications Officer, Dangote Group, quoted Dangote in a statement on Sunday in Lagos.

He said Dangote disclosed this during a tour of the Dangote Petroleum Refinery and Dangote Fertiliser Ltd. complex by members of the House of Representatives.

He said the tour included the Speaker of the House of Representatives, Tajudeen Abbas, and other members who observed the testing of Automotive Gas Oil (diesel) from two petrol stations alongside Dangote Petroleum Refinery.

Chiejina said that Dangote expressed his confidence after the House leadership insisted on testing other diesel products, alongside Dangote’s diesel at its state-of-the-art laboratory.

He said that the diesel samples were procured from two well-known filling stations near Eleko junction along the Lekki Epe Expressway, by the members.

According to him, the Chairman of the House Committee on Downstream, Ikenga Ugochinyere, and the Chairman of the House Committee on Midstream, Okojie Odianosen, monitored the collection of samples from the Mild Hydro Cracking (MHC) unit of Dangote refinery for testing of all the samples.

“Lab tests revealed that Dangote’s diesel had a sulphur content of 87.6 ppm (parts per million), whereas the other two samples showed sulphur levels exceeding 1800 ppm and 2000 ppm respectively,” he said.

Dangote emphasised that these findings debunked claims made by Farouk Ahmed, Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Authority, who recently said that imported diesel surpasses domestically refined products.

Ahmed had alleged that the Dangote refinery and other modular refineries like Waltersmith and Aradel produced diesel with sulphur content ranging from 650 to 1200 ppm—a statement criticised by many Nigerians as a tactic to favour imported products over local ones.

Dangote openly challenged the regulator to compare the quality of refined products from his refinery with those imported, advocating an impartial assessment to determine what best serves the interests of Nigerians.

“We produce the best diesel in Nigeria. It’s disheartening that instead of safeguarding the market, the regulator is undermining it.

“Our doors are open for the regulator to conduct tests on our products anytime; transparency is paramount to us.

“It would be beneficial for the regulator to showcase its laboratory to the world so Nigerians can compare. Our interest is Nigeria first because if Nigeria doesn’t grow, we have limited capacity for growth.

“Right Honourable Speaker and esteemed members, you’ve witnessed the results of the credibility test.

“I appreciate your wise counsel in procuring samples from the filling stations alongside our refinery’s product.

“Ours show a sulphur content of 87.6 ppm, approximately 88, whereas the others exceeded 1,800 ppm.

“Although the NMDPRA permits local refiners to produce diesel with sulphur content up to 650 ppm until January 2025, as approved by ECOWAS, ours is significantly lower.

“We aim to achieve 10 ppm, aligning with the Euro V standard. Imported diesel is capped at 50 ppm, but as you’ve seen, those from the stations, imported by major marketers, fall well outside this standard.”

Dangote pointed out that high-sulphur content diesel regularly imported into the country often comes with dubious certifications.

He emphasised that the most effective method to verify the quality was to purchase the product directly from filling stations and conduct credibility tests.

According to him, this issue has resulted in both health risks and financial losses for Nigerians.

“Dubious certifications often accompany the importation of high-sulphur diesel into Nigeria, causing both health risks and financial losses for Nigerians.

“The best method to verify this is to purchase the product directly from filling stations where end-users obtain it.

“I believe Farouk Ahmed speaks without sufficient knowledge of our refinery. We have successfully exported diesel and jet fuel to Europe and Asia without any complaints; in fact, we have received repeated orders, indicating satisfaction with our products,” Dangote noted.

Supporting Dangote’s assertion, vice president of Gas and Oil at Dangote Industries Ltd., Devakumar Edwin, highlighted recent actions by European countries like Belgium and the Netherlands.

“These countries have expressed concerns about the carcinogenic effects of high-sulphur diesel being dumped into the Nigerian market, prompting them to impose bans on such fuel exports to West Africa.”

Edwin informed the federal lawmakers that the Dangote Petroleum Refinery, designed to process a wide range of crudes including various African and Middle Eastern crudes, as well as US Light Tight Oil, conforms to Euro V specifications.

In addition, he said, it is designed to comply with US EPA, European emission norms, Department of Petroleum Resources (DPR) emission/effluent norms, and African Refiners and Distribution Association (ARDA) standards.

Noting that products from the 20 billion dollar facility were of high quality and meet international standards, Edwin said it had the capacity to meet 100 per cent of Nigeria’s demand for petrol, diesel, kerosene, and aviation Jet, with surpluses available for export.

Expressing concern over the controversy surrounding the quality of imported refined products into Nigeria, Abbas stated that the Green Chamber would establish a committee to investigate the matter thoroughly.

He emphasised that sampled products from various sources would undergo testing as part of this initiative.

The Speaker also expressed admiration for the infrastructure at the Dangote Oil Refinery, describing it as a significant asset in Nigeria’s quest for self-sufficiency in petroleum products.

He noted that the refinery had positioned itself as a pivotal player, especially at a time when global concerns over energy security and sustainability are paramount.

Over 8.5 million devices affected by global IT outage according to Microsoft

According to Microsoft, over 8.5 million computers and devices around the world using Windows were affected by the recent global IT outage.

The glitch was caused by a corrupted update issued by security company CrowdStrike, which created havoc worldwide from Thursday into Friday.

“We currently estimate that CrowdStrike’s update affected 8.5 million Windows devices, or less than one per cent of all Windows machines,” it said in a blog post.

The update triggered systems problems that crippled the day-to-day working of businesses and individuals.

It also resulted in thousands of flights being grounded, forced broadcasters off air, and left customers without access to services including healthcare and banking.

The former head of Britain’s National Cyber Security Centre, Ciaran Martin, said he was not surprised by the scale of disruption.

“We’ve talked for a long time in the industry about the inherent fragility of foundational parts of the internet, these little bits of activity and infrastructure that underpin the whole thing and if they go wrong they can have really serious global consequences,” he said.

The centre has urged people and businesses to be on the lookout for phishing attempts, while Germany’s IT security agency warned that cybercriminals were trying to take advantage of the situation through fake websites and other online scams.

CrowdStrike, which has apologised for the chaos cause, on Sunday said it was actively assisting customers affected by the update and that a fix has been deployed.
